
The lawmaker posted on social media what appeared to be a screenshot of an electronic document in Ukrainian detailing a 28-point peace plan to end hostilities between Moscow and Kiev.
Earlier in the day, President Vladimir Zelensky's office confirmed that the US had given Kiev a draft of the new plan.
The Ukrainian government did not elaborate, only expressing its willingness to discuss, and noting that, "according to the US assessment," the plan "could help restore diplomacy."
Here is the full text of the post:
1. Ukraine's sovereignty will be confirmed.
2. A comprehensive and complete non-aggression agreement will be signed between Russia, Ukraine and Europe. All disagreements of the past 30 years will be considered resolved.
3. It is expected that Russia will not attack its neighbors, and NATO will not expand further.
4. A dialogue will be held between Russia and NATO, mediated by the United States, to address all security issues and create conditions for de-escalation, thereby ensuring global security and increasing opportunities for future cooperation and economic development.
5. Ukraine will receive reliable security guarantees.
6. The size of the Armed Forces of Ukraine will be limited to 600,000 troops.
7. Ukraine agrees to include in its constitution that it will not join NATO, and NATO agrees to include in its charter a provision that it will not accept Ukraine in the future.
8. NATO agrees not to deploy troops in Ukraine.
9. European fighter jets will be deployed in Poland.
10. US Guarantees: The US will receive compensation for this commitment. If Ukraine attacks Russia, it will lose this commitment. If Russia attacks Ukraine, in addition to a massive coordinated military response, all global sanctions will be restored, recognition of new territories and all other benefits of this agreement will be revoked. If Kiev launches missiles at Moscow or Saint Petersburg without cause, the security commitment will be considered null and void.
11. Ukraine retains its EU membership and will enjoy short-term preferential access to the European market while the matter is being considered.
12. A robust global package of measures to rebuild Ukraine, including, but not limited to:
a. Establishment of the Ukraine Development Fund to invest in high-growth sectors, including technology, data centers, and artificial intelligence.
b. The United States will partner with Ukraine to rebuild, develop, modernize, and jointly operate Ukraine's gas infrastructure, including pipelines and storage facilities.
c. Joint efforts to restore war-affected territories, including the reconstruction and modernization of cities and settlements.
d. Infrastructure development.
e. Mineral and natural resource extraction.
f. The World Bank will develop a special financing package to accelerate these efforts.
13. Russia will reintegrate into the global economy:
a. The lifting of sanctions will be discussed and agreed upon gradually and on a one-to-one basis.
b. The United States will conclude a long-term economic cooperation agreement aimed at joint development in the areas of energy, natural resources, infrastructure, artificial intelligence, data processing centers, rare earth mining projects in the Arctic, and other mutually beneficial cooperation opportunities.
c. Russia will be invited back to the G8.
14. The frozen assets will be used in the following way: $100 billion of frozen Russian assets will be invested in US-led reconstruction and investment efforts in Ukraine. The US will receive 50% of the profits from this project.
Europe will add another $100 billion to increase total investment for Ukraine's reconstruction.
Frozen European assets will be released. The remaining frozen Russian assets will be invested in a separate US-Russian investment fund that will implement joint projects between Washington and Moscow in areas to be determined.
The fund will aim to strengthen bilateral relations and enhance common interests to create strong incentives to avoid returning to conflict.
15. A joint US-Russia working group on security issues will be established to facilitate and ensure implementation of all provisions of this agreement.
16. Russia will issue a policy of non-aggression against Europe and Ukraine by law.
17. The United States and Russia will agree to extend the validity of treaties on nuclear non-proliferation and arms control, including START-1.
18. Ukraine agrees to remain a non-nuclear-weapon state under the Nuclear Non-Proliferation Treaty.
19. The Zaporozhye nuclear power plant will be restarted under IAEA supervision, and the electricity generated will be shared equally between Russia and Ukraine (50:50).
20. Both countries commit to introducing educational programmes in schools and societies to promote understanding and tolerance of different cultures and to eliminate racism and prejudice.
21. Territories:
a. Crimea, Lugansk and Donetsk will be recognized as de facto Russian, including recognition by the United States.
b. Kherson and Zaporozhye will be frozen along the line of contact, which means de facto recognition along the line of contact.
c. Russia will abandon other territories it controls outside the five regions.
d. Ukrainian forces will withdraw from the territory they control in Donetsk; this withdrawal zone will be considered a neutral demilitarized buffer zone, internationally recognized as territory of the Russian Federation. Russian forces will not enter this demilitarized zone.
22. After future territorial agreements are agreed, both Russia and Ukraine undertake not to change these agreements by force. Any security guarantees will not apply in the event of a violation of this commitment.
23. Russia will not hinder Ukraine's use of the Dnieper River for commercial purposes, and will reach agreements on free grain transit across the Black Sea.
24. A humanitarian commission will be established to resolve the following outstanding issues:
a. All remaining prisoners and bodies will be exchanged on an “all for all” basis.
b. All civilian detainees and hostages will be released, including children.
c. A family reunification programme will be implemented.
d. Measures will be taken to alleviate the suffering of victims of the conflict.
25. Ukraine will hold elections 100 days after the agreement is signed.
26. All parties to the conflict shall be granted full amnesty for acts committed during the war, and shall undertake not to file or pursue complaints in the future.
27. This agreement will be legally binding. Its implementation will be monitored and ensured by the Peace Council headed by President Trump. Pre-determined sanctions will be applied in case of violation.
28. Once all parties have agreed and signed this memorandum, the ceasefire will come into effect as soon as both parties withdraw to the agreed positions so that implementation of the agreement can begin.
