Dec 5 (Reuters) - Chinese leader Xi Jinping accompanied French President Emmanuel Macron to Chengdu on Friday, a rare gesture seemingly reserved for the head of Europe's second-largest economy that underscored Beijing's focus on Paris in its relationship with the European Union.
Even when U.S. President Donald Trump made a landmark visit to China early in his first term in 2017, and was treated to a private dinner by Xi at Beijing's Forbidden City, the trip remained confined to the Chinese capital.
However, despite the apparent bonhomie between Xi and Macron, analysts say the French president's visit has so far done little beyond bolstering Beijing's diplomatic credentials, as world leaders look to China for economic reassurance amid the impact of Trump's tariffs. The visit also gives Macron a chance to showcase his leadership skills after a difficult summer in domestic politics.
Investors are watching to see whether a day that began with the French president surprising fellow joggers at the city's Jincheng Lake Park, before joining Xi on a visit to a historic dam site, will end with major trade deals or a thaw in EU-China trade tensions, as Macron made his fourth state visit to China accompanied by the leaders of some of France's biggest companies.
The meeting in the Chinese capital on Thursday produced just 12 cooperation agreements covering areas such as ageing, nuclear energy and panda conservation, with no total amount disclosed.
“I think they (France) thought that Xi would be able to make a lot of proposals because Europe is really preparing this economic security doctrine,” said Alicia Garcia-Herrero, a senior fellow at the Bruegel think tank.
“Macron probably felt that given his influence and the fact that France is clearly the strongest proponent of economic security, they would reach an agreement, but they didn’t.”
ECONOMIC OPPORTUNITIES FACE POLITICAL CONSTRAINTS
Beijing may see its friendship with France as a way to expand its influence within the 27-member EU, but it is very limited in its ability to make major concessions to Paris.
The Chinese leader, for example, is not expected to sign a long-awaited order for 500 Airbus aircraft, as that would reduce China’s leverage in trade talks with the United States, which is pushing for new commitments with Boeing.
Xi is also unlikely to ease conditions for French cognac or pork producers, as doing so would weaken Beijing’s negotiating position with Brussels on tariffs on Chinese-made electric cars.
Xi is also unlikely to offer Macron a breakthrough on the war in Ukraine to take back to Europe, given that China has recently reaffirmed its support for Russia.
Recent visits by Spain’s King Felipe VI and German Finance Minister Lars Klingbeil also failed to produce any concrete results.
Chinese government advisers say Beijing feels it has the upper hand and is waiting for Brussels to make concessions and accept its minimum price plan for electric vehicles instead of the tariffs currently in place.
"They (the EU) have now realised the complexity of the issue. After Trump's re-election as president, they realised they were too dependent on the US... Europe now needs a more reciprocal trade relationship with China," said one adviser, who asked not to be named because he was not authorised to speak to the media.
He added: "The EU should really reconsider its policy towards China and not be too closely tied to Russia and Ukraine."
DIVIDE AND CONQUER
Mr Xi also did not mention the prospect of a trade deal with the EU with Macron – something China’s top diplomat Wang Yi raised when Estonia’s foreign minister visited last month and which China’s commerce ministry has praised – even though talks on a landmark EU-China investment treaty have been frozen since 2021.
The vote on whether to introduce a European Commission electric vehicle tax has divided member states, with France voting in favour of the tax while Germany, Europe’s largest economy, voted against.
China may seek to exploit such divisions.
“What’s interesting is that they (China) keep talking about (a trade deal) with member states,” a European Commission official said. “We don’t have any plans to reach any trade deal with China,” the person added, requesting anonymity.
