Since the beginning of November, provinces and cities in the Central Highlands have had to endure storm No. 13 and unprecedented heavy rains, exceeding historical levels in many years. This is one of the most serious and severe natural disasters, causing huge losses in human lives, property, production and business activities, and infrastructure in localities in the Central Highlands and Central regions, especially Khanh Hoa, Dak Lak, Gia Lai, and Lam Dong provinces.
The Prime Minister has issued many telegrams and chaired many meetings to direct ministries, branches, agencies and localities to focus on responding to storms and floods early and from afar with a proactive, decisive, preventive and response spirit at the highest level; established delegations led by the Prime Minister and Deputy Prime Ministers to directly inspect, urge and direct the implementation of response work in affected localities; assigned Deputy Prime Ministers to be directly in charge of each area affected by floods and storms.

However, the damage caused by storm No. 13 and floods is huge. According to incomplete statistics, only the floods from November 16 to now in 4 provinces have caused 102 deaths and missing people; 332 houses collapsed, toppled, and swept away; 933 houses damaged; over 82,000 hectares of rice and crops damaged; over 3.3 million livestock and poultry died or were swept away; 1,120 hectares of aquatic products damaged; many connecting traffic routes and essential infrastructure were severely damaged by landslides; damage to people's property (vehicles, electrical equipment, household appliances, etc.) damaged by floods is so much that it is difficult to count and fully assess. The total economic damage is estimated to be over 13,000 billion VND.
Speaking at the launching ceremony, Prime Minister Pham Minh Chinh emphasized that the pain and loss caused by storms and floods are enormous; it takes large resources and a lot of time to overcome the consequences, so that production, business and people's lives can return to normal.
The Prime Minister called on the staff of the Government Office to organize donations and support to join hands to help people in localities affected by storms in the spirit of "mutual love and affection", "national spirit, compatriotism", and "the whole leaves cover the torn leaves".
