Từ 1/1/2026, hai trường hợp được hưởng 100% bảo hiểm y tế khi khám chữa bệnh
Quốc hội vừa thông qua Nghị quyết về một số cơ chế, chính sách đặc biệt nhằm tạo đột phá trong công tác bảo vệ, chăm sóc và nâng cao sức khỏe nhân dân. Trong đó nhiều nội dung quan trọng liên quan trực tiếp đến quyền lợi của người tham gia bảo hiểm y tế và đội ngũ nhân viên y tế.
Theo nghị quyết, Nhà nước sẽ tăng tỷ lệ, mức thanh toán chi phí khám, chữa bệnh bảo hiểm y tế và mở rộng chi Quỹ BHYT cho hoạt động khám sàng lọc, chẩn đoán, điều trị sớm một số bệnh. Việc điều chỉnh được thực hiện theo lộ trình, phù hợp với điều kiện kinh tế - xã hội và khả năng cân đối ngân sách, Quỹ bảo hiểm y tế.
Đáng chú ý, từ ngày 1/1/2026, hai nhóm sẽ được hưởng mức chi trả 100% chi phí khám bệnh, chữa bệnh trong phạm vi được hưởng của bảo hiểm y tế, gồm: Người tham gia bảo hiểm y tế thuộc hộ gia đình cận nghèo và người cao tuổi từ đủ 75 tuổi trở lên đang hưởng trợ cấp hưu trí xã hội.
Bên cạnh đó, Quốc hội quyết định tăng tỷ lệ mức hưởng bảo hiểm y tế đối với các đối tượng chính sách xã hội, người yếu thế, người có thu nhập thấp và một số nhóm cần ưu tiên khác. Quỹ bảo hiểm y tế cũng sẽ chi trả cho hoạt động khám sàng lọc, chẩn đoán và điều trị sớm một số bệnh nhằm nâng cao hiệu quả phòng bệnh, giảm gánh nặng chi phí y tế lâu dài cho người dân.
Nghị quyết cũng nêu rõ định hướng, từ ngày 1/1/2030, Nhà nước sẽ từng bước thực hiện chính sách miễn viện phí ở mức cơ bản trong phạm vi được hưởng của người tham gia bảo hiểm y tế, theo lộ trình phù hợp với điều kiện phát triển kinh tế - xã hội, khả năng cân đối của Quỹ bảo hiểm y tế và việc điều chỉnh mức đóng bảo hiểm y tế.
Ngoài ra, Quốc hội định hướng thí điểm đa dạng hóa các gói bảo hiểm y tế, mở rộng các loại hình cung ứng dịch vụ bảo hiểm y tế và triển khai bảo hiểm y tế bổ sung do doanh nghiệp bảo hiểm cung cấp, nhằm đáp ứng nhu cầu đa dạng của người dân khi đủ điều kiện thực hiện.
Chính phủ được giao quy định cụ thể đối tượng, lộ trình tăng mức hưởng bảo hiểm y tế; danh mục bệnh và lộ trình chi từ Quỹ bảo hiểm y tế cho hoạt động khám sàng lọc, chẩn đoán, điều trị sớm, bảo đảm phù hợp với việc điều chỉnh mức đóng bảo hiểm y tế từ năm 2027.
Nghị quyết cũng dành sự quan tâm đặc biệt tới đội ngũ y tế. Theo đó, bác sĩ, dược sĩ được xếp lương từ bậc 2 ngay khi tuyển dụng nhằm cải thiện thu nhập, thu hút và giữ chân nhân lực chất lượng cao. Nhân viên y tế trực tiếp làm chuyên môn ở các lĩnh vực đặc thù được hưởng phụ cấp ưu đãi nghề 100%; nhân viên y tế tuyến xã, y tế dự phòng công tác tại vùng khó khăn, biên giới, hải đảo hưởng 100%, các khu vực khác hưởng tối thiểu 70%.
The National Assembly has just passed a Resolution on several special mechanisms and policies aimed at creating breakthroughs in the protection, care, and improvement of people's health. Many important contents directly relate to the rights of health insurance participants and medical staff.
According to the resolution, the State will increase the rate and level of reimbursement for medical examination and treatment costs under health insurance and expand the Health Insurance Fund's allocation for screening, diagnosis, and early treatment of certain diseases. The adjustments will be implemented according to a roadmap, in line with socio-economic conditions and the ability to balance the budget and the Health Insurance Fund.
Notably, from January 1, 2026, two groups will receive 100% reimbursement for medical examination and treatment costs within the scope of health insurance coverage: health insurance participants belonging to near-poor households and elderly people aged 75 and above receiving social retirement benefits.
In addition, the National Assembly decided to increase the health insurance coverage rate for social policy beneficiaries, vulnerable groups, low-income earners, and other priority groups. The health insurance fund will also cover screening, diagnosis, and early treatment of certain diseases to improve disease prevention and reduce the long-term burden of healthcare costs for the people.
The resolution also outlines the direction that, from January 1, 2030, the State will gradually implement a policy of waiving basic hospital fees within the scope of coverage for health insurance participants, following a roadmap consistent with socio-economic development conditions, the balance capacity of the health insurance fund, and adjustments to health insurance contributions.
Furthermore, the National Assembly has directed a pilot program to diversify health insurance packages, expand the types of health insurance services provided, and implement supplementary health insurance offered by insurance companies, in order to meet the diverse needs of the people when they meet the eligibility criteria.
The Government is tasked with specifying the target groups and the roadmap for increasing health insurance benefits; the list of diseases and the roadmap for disbursing funds from the Health Insurance Fund for screening, diagnosis, and early treatment, ensuring consistency with the adjustment of health insurance contributions from 2027.
The Resolution also pays special attention to the medical staff. Accordingly, doctors and pharmacists will be assigned salaries starting from level 2 upon recruitment to improve income, attract, and retain high-quality personnel. Medical staff directly working in specialized fields will receive a 100% professional incentive allowance. Healthcare workers at the commune level and preventive health workers working in difficult areas, border regions, and islands receive 100% of their salary, while those in other areas receive at least 70%.
