Ho Chi Minh City reviews people over 65 years old to issue free health insurance cards
Bảo hiểm Xã hội TP HCM đề nghị các phường, xã, đặc khu rà soát người từ 65 đến dưới 75 tuổi có hộ khẩu thường trú để hỗ trợ 100% mức đóng bảo hiểm y tế theo Nghị quyết 56.
Các địa phương phải gửi danh sách trước ngày 25/11 để Bảo hiểm Xa hội (BHXH) lập ba nhóm dữ liệu và chuyển lại cho phường. Nhóm một gồm người chưa tham gia bảo hiểm y tế (BHYT) hoặc thẻ đã hết hạn, nhóm hai là người đang tham gia BHYT hộ gia đình còn giá trị, nhóm ba là người đã được hưởng BHYT từ các chính sách khác, không thuộc diện được cấp theo nghị quyết.

Đối với người chưa có hoặc đã hết hạn thẻ BHYT, phường phối hợp công an lập danh sách gửi BHXH trước ngày 30/11. Trường hợp chưa có mã số BHXH, người dân cung cấp căn cước công dân hoặc mã định danh để được cấp mã. Thẻ cũ hết hạn quá ba tháng thì thẻ mới có giá trị từ ngày 14/12/2025 (do được cấp thẻ BHYT hộ gia đình). Thẻ hết hạn chưa quá ba tháng thì thẻ mới có giá trị từ ngày 14/11/2025.
Với người đang tham gia BHYT hộ gia đình, thẻ còn hiệu lực, thì thẻ BHYT theo Nghị quyết 56 sẽ có hiệu lực liền kề ngay sau ngày thẻ hộ gia đình hết hạn và được ngân sách chi trả từ ngày 1 của tháng bắt đầu hiệu lực. Ví dụ ông A, đủ 65 tuổi, có thẻ BHYT hộ gia đình từ 21/11/2024 đến 20/11/2025, thẻ mới theo Nghị quyết 56 sẽ có hiệu lực từ 21/11/2025. Phường cần gửi danh sách trước ít nhất 10 ngày để tránh gián đoạn thẻ.
Người tròn 65 tuổi sau thời điểm Nghị quyết 56 có hiệu lực, phường rà soát và lập danh sách những người sẽ đủ 65 tuổi trong tháng tiếp theo, gửi BHXH trước ngày 10. Thẻ mới sẽ có giá trị từ ngày liền kề sinh nhật 65 tuổi hoặc liền kề ngày thẻ cũ hết hạn nếu người dân đã có thẻ BHYT trước đó.
BHXH TP HCM lưu ý người đủ điều kiện theo Nghị quyết 56 nhưng chưa được hỗ trợ thẻ cần liên hệ ngay UBND phường để cung cấp thông tin và làm thủ tục cấp thẻ.
Ngày 14/11, HĐND TP HCM thông qua Nghị quyết 56, hỗ trợ 100% phí BHYT cho học sinh và người từ 65 đến dưới 75 tuổi, nhằm giảm gánh nặng chi phí khám chữa bệnh và tăng độ bao phủ BHYT, hướng tới mục tiêu bảo hiểm toàn dân vào năm 2030. Theo quy định chung, người từ 75 tuổi trở lên không có lương hưu hoặc trợ cấp khác được Nhà nước hỗ trợ toàn bộ mức đóng BHYT và hưởng trợ cấp hưu trí xã hội 500.000 đồng mỗi tháng. TP HCM hiện là địa phương đầu tiên mở rộng hỗ trợ BHYT cho nhóm từ 65 tuổi và chi trả toàn bộ mức đóng cho toàn bộ học sinh trên địa bàn.

Localities must send the list before November 25 so that the Social Insurance (SI) can create three groups of data and send them back to the ward. Group one includes people who have not participated in health insurance (HI) or whose cards have expired, group two are people who are participating in valid family health insurance, group three are people who have received health insurance from other policies and are not eligible for issuance under the resolution.

For those who do not have or have expired health insurance cards, the ward will coordinate with the police to make a list and send it to the Social Insurance before November 30. In case of not having a social insurance number, people must provide their citizen identification card or identification code to be issued a code. If the old card expires more than three months, the new card will be valid from December 14, 2025 (due to the issuance of a family health insurance card). If the card expires less than three months, the new card will be valid from November 14, 2025.
For those who are participating in family health insurance, the card is still valid, the health insurance card according to Resolution 56 will be effective immediately after the date the family card expires and will be paid by the budget from the 1st day of the month it becomes effective. For example, Mr. A, 65 years old, has a family health insurance card from November 21, 2024 to November 20, 2025, the new card according to Resolution 56 will be effective from November 21, 2025. The ward needs to send the list at least 10 days in advance to avoid card interruption.
For people who turn 65 years old after Resolution 56 takes effect, the ward will review and make a list of people who will turn 65 years old in the following month, and send it to the Social Insurance before the 10th. The new card will be valid from the day following the 65th birthday or the day the old card expires if the person already had a health insurance card before.
Ho Chi Minh City Social Insurance notes that people who are eligible under Resolution 56 but have not yet received card support should immediately contact the ward People's Committee to provide information and complete card issuance procedures.
On November 14, the Ho Chi Minh City People's Council passed Resolution 56, supporting 100% of health insurance premiums for students and people aged 65 to under 75, in order to reduce the burden of medical examination and treatment costs and increase health insurance coverage, towards the goal of universal insurance by 2030. According to general regulations, people aged 75 and over without pensions or other benefits are fully supported by the State with health insurance premiums and receive a social pension allowance of VND500,000 per month. Ho Chi Minh City is currently the first locality to expand health insurance support to the group aged 65 and over and pay the full premium for all students in the area.
